Received a job offer in Malaysia? Before resigning abroad or paying a rental deposit, have HR show you the employer's approved application route, the written BASIC monthly salary and the actual Employment Pass (EP) category. Since 1 June 2026, older salary thresholds may no longer qualify for new or renewed EP applications. A high advertised total package is not the same as eligible basic salary.
Choose the 2026 EP category first
| Category | Published monthly basic-salary range from 1 June 2026 | Maximum policy framework, not a guaranteed first-pass term |
|---|---|---|
| EP I | RM20,000 or more | Up to 10 years |
| EP II | RM10,000–19,999 | Up to 10 years, subject to position/approval limits |
| EP III | RM5,000–9,999 generally | Up to 5 years, with a RM7,000 minimum for eligible manufacturing/manufacturing-related services under MIDA |
The figures come from MYXpats' official revised EP policy and MIDA's August 2026 implementation explanation. They apply to applications and renewals submitted on or after 1 June 2026, with documented transitional treatment for earlier valid approvals and applications. Confirm the actual approving agency and sector before selecting the table row.
Important 2026 correction: The original January policy announced succession/replacement plans for EP II/III. MYXpats' subsequent 26 May 2026 official notice says implementation of that plan requirement is delayed until 1 January 2027. Do not tell a worker that the later requirement was already universally mandatory from 1 June. Employers can prepare now and must still follow any existing agency-specific conditions.
Worked example: HR offers RM9,000 basic plus RM3,000 in housing and travel allowances. The package totals RM12,000, but the RM10,000 EP II threshold applies to basic salary, not allowances. It may be a Category III candidate in some sectors; for a MIDA manufacturing position, even the Category III sector minimum may be different. HR must identify the correct lane before promising approval.
1. Your actual activity determines the pass
| Actual purpose | Appropriate first question |
|---|---|
| Employed by a Malaysian company | Can the employer sponsor the position and submit the appropriate EP through ESD/MYXpats or the relevant sector authority? |
| Short specialist project | Is a Professional Visit Pass or another permitted route the right legal basis, rather than ordinary local employment? |
| Accompanying a worker as spouse or child | What dependant/long-term visit status is available, and does that individual have any separate work permission? |
| Remote work for a foreign company | Does DE Rantau or another specific lawful programme fit the actual activity? It is not simply a Malaysian EP |
| Student, MM2H resident, property owner | What category gives residence, and what employment activity does it actually allow? A home purchase is not a work permit |
An EP is tied to its named employer and approved job/activity. The Immigration ESD portal confirms registered-company handling; an employer change is not just using the previous employer's pass.
2. Ask HR which agency and submission system apply
Employer tasks: identify the legal hiring entity, sector, approving/regulatory authority, position, job description, applicable quotas/endorsements if any, salary breakdown, contracts, qualifications and immigration submission lane. The ESD employer account and MYXpats are the relevant path for many expatriates, but not every sector and state uses exactly the same workflow.
For businesses under MIDA's manufacturing and selected-services purview, the authority says its MIDA Expatriate System (MES) was rolled into Xpats Gateway, and new/renewal submissions in that scope should use MES from 1 June 2026, rather than assuming the older ESD page is the filing endpoint. Ask the employer's authorised case handler to confirm the system for this company's approval agency, not from a generic internet diagram.
Employee tasks: confirm the passport and current pass, qualifications or work history requested, signed offer/job location, photograph and any family civil documents. Ask in writing which papers require original certification or translation; do not spend money on documents not requested by the actual agency.
Shared checklist: obtain employer's legal name, application reference, basic pay, category, supporting agency, genuine estimated lawful start date, insurance start and contingency if rejected. A signed contract or filed application is not proof you may already work.
3. Separate arrival, endorsement and permitted work
- Approval and lawful entry: the correct visa/entry authorisation, where required, matching the sponsored application.
- Actual EP endorsement and job conditions: inspect employer, job scope, location and start permission before performing the employment.
- Permission-to-stay expiry: note the approved end date and begin renewal well before it, separately for family dependants.
Example: An applicant enters Malaysia as a visitor while HR starts an EP case. They should not start working just because onboarding or payroll has begun. The employer must confirm whether a lawful application/endorsement path exists for the worker's present entry and which permission is actually issued first.
For changes or resignation, request a written cancellation/transition plan from the current and prospective sponsoring employers. A still-valid old EP is not transferable employment permission. Treat a spouse's residence and work privileges as separate assessments.
4. Relocation budget and personal risks
Before signing a long lease, ask for the actual contract and permitted work start, housing deposit, health cover, take-home salary estimate and funds needed before first payroll. For Sabah and Sarawak, check state-specific immigration/employment administration rather than assuming a Peninsular Malaysia approval covers every arrangement.
The official framework allows dependant applications in EP categories subject to immigration rules and actual family documents. Do not promise spouses unrestricted employment because a dependant pass exists. For detailed employment-pass category changes and renewal mechanics, read the Malaysia Employment Pass salary and renewal guide without treating older static salary pages as more current than 2026 notices.
Five questions to ask HR
What is my basic pay (not total package)? Which EP category and sector apply? Which employer and government channel submits? What exact authorisation starts legal work? What happens if approval is delayed or my employment ends? If HR cannot answer these five before relocation, postpone irreversible expenses.
