Malaysia Employment Pass salary rules: checking a job offer or renewal

Understand the June 2026 Employment Pass salary bands, basic-pay calculation, manufacturing exception, renewal timing and the difference between pass and employment duration.

Compare the basic monthly salary in your contract with the correct Employment Pass band. A large package including housing and other allowances can still fall short. Meeting the salary threshold is one part of the application; the employer, position and approving agency still matter.

Malaysia's revised policy applies to new and renewal applications received from 1 June 2026. This guide addresses the ESD/MYXpats Employment Pass route for Peninsular Malaysia. Do not apply it automatically to Sabah or Sarawak.

Official sources checked on 17 October 2026.

The salary bands—and the sector exception

The ESD announcement sets out these general bands:

CategoryMonthly basic salaryPublished maximum employment period
IRM20,000 or moreUp to 10 years
IIRM10,000–RM19,999Up to 10 years
IIIRM5,000–RM9,999Up to 5 years

There is an important qualification. The updated ESD FAQ specifies RM7,000–RM9,999 for Category III in manufacturing and manufacturing-related services under MITI/MIDA's stated scope. Ask the employer which sector classification and supporting agency apply.

The same FAQ excludes allowances and other payments from the salary calculation. Use the basic-pay clause, rather than a recruiter's headline annual package.

Test the offer with three numbers

Consider this illustrative offer:

ComponentMonthly amountTreatment in the salary comparison
Basic salaryRM9,500Compare this amount with the band
Housing allowanceRM2,000Keep separate
Transport allowanceRM500Keep separate
Total monthly cashRM12,000Useful for budgeting, not the Category II salary test

The package totals RM12,000, but its RM9,500 basic salary is below Category II's RM10,000 floor. That does not tell you whether the position will be approved in Category III. It tells you which question to resolve before accepting a promise of Category II sponsorship.

Request a written breakdown of basic pay, fixed allowances, variable bonus and reimbursements. Compare the contract with the amount the employer intends to enter in the application. If HR proposes a revised package, check its effect on your actual income and contractual benefits; an immigration calculation is not a complete employment-contract review.

If you already hold an Employment Pass

The FAQ says a still-valid pass does not require a fresh application solely because of the policy change. A renewal is a separate decision under the applicable rules. It also allows renewal applications as early as three months before expiry.

For an existing employee, prepare a renewal note containing:

  • Current pass category, employing entity and expiry date.
  • Current basic salary and any proposed contractual change.
  • The employer's intended submission date and approving agency.
  • Any family passes whose arrangements depend on the outcome.
  • A practical plan if the approved duration or category differs from expectations.

For example, someone with a valid Category I pass and RM15,000 basic salary should not assume the new Category I threshold automatically cancels the current permission. Equally, the existing category is not a promise that the renewal will retain it.

Keep the pass expiry visible while HR works on the application. Ask for the submission record and eventual decision, not just a verbal assurance that “renewal is being handled.”

Ten years is not one guaranteed ten-year pass

The policy's maximum employment period and an individual pass's validity are different. The FAQ permits applications for periods of up to 60 months. The MYXpats service page also describes approval subject to the employment contract and relevant authorization.

When a recruiter says “a ten-year visa,” ask them to identify the duration they actually expect to request and the document that will establish your authorized stay. Build school, housing and relocation commitments around the approval you receive.

The service page also ties work permission to the named company. A move to another employer requires a new application; the old pass is not a portable work authorization.

Ask about succession planning without assuming one timetable fits everyone

The revised policy includes succession planning for Categories II and III. MIDA subsequently announced that its submission and compliance requirement would take effect on 1 January 2027.

Read the MIDA announcement in its agency context. Do not assume that this changes every regulator's checklist or postpones the June salary rules.

A useful question for HR is: “Which agency supports this application, and what succession-plan requirement applies to our submission date?” This is more precise than asking whether the national policy has been “delayed.”

What to settle before committing to the move

Ask the employer to confirm the category, basic salary, sector treatment, requested pass period and family arrangements in one response. Keep any professional registration or occupation-specific approval in the same discussion.

Salary eligibility answers whether the offer clears one threshold. It does not establish that the employer can obtain approval for the position, that your dependants have permission, or that your first working day is authorized.
