There are three different “Malaysia My Second Home” decisions, not one nationwide retirement visa. The federal programme is a fit if you want a home anywhere its rules permit and can commit to a mandatory property purchase. Sarawak and Sabah operate different state programmes that may be more relevant if you actually plan to live on Borneo. In the currently published basic tiers, federal Silver requires a USD 150,000 fixed deposit and a home worth at least RM 600,000; Sarawak requires a RM 500,000 fixed deposit plus separate qualifying income or savings evidence; Sabah Silver requires RM 500,000 in fixed deposit funds. The different currencies and property duties matter more than an agent’s headline “starting from” price.
First decide where you intend to live. Kuala Lumpur or Penang is a different everyday decision from Kuching in Sarawak or Kota Kinabalu in Sabah. Do not pay an agent for one programme assuming its rules, permitted residence and work privileges transfer to the others.
The immediate comparison: money, time and location
| Published programme | Minimum age | Fixed deposit (FD) | Additional commitment | Minimum stay / pass |
|---|---|---|---|---|
| Federal Silver | 25 | USD 150,000 in the federal programme | Approved home RM 600,000+, with restrictions on sale during the first ten years | 90 cumulative days/year under the MOTAC programme; Silver 5-year renewable pass |
| Sarawak S-MM2H | 30 | RM 500,000 in an S-MM2H panel bank in Sarawak | RM 10,000/month pension/offshore income for a single person or RM 15,000/month with dependants; or qualifying savings evidence RM 100,000 / RM 200,000, subject to panel review | 30 days/year in Sarawak; up to 5 years, renewable another five under the state guide |
| Sabah Silver | 25 | RM 500,000 at a Sabah MM2H panel bank | Sabah programme’s minimum eligible residence purchase RM 600,000; separate application / insurance requirements | 30 cumulative days/year in Sabah; state Silver 5+5-year structure |
Read those deposits correctly. USD 150,000 is not RM 150,000; converting it using a convenient exchange rate would hide currency risk. An FD is tied-up capital, not a government application fee or fully spent cost. An eligible residential property is a separate purchase obligation. Actual all-in affordability also requires transfer fees, tax, insurance, transaction costs, local transport and ordinary living expenses. The table is a published entry-level comparison, not a guarantee of passing eligibility or a comparison of every higher tier.
For the federal programme, MOTAC’s current FAQ and its application checklist distinguish Silver, Gold, Platinum and Special Economic/Financial Zone categories. Gold: USD 500,000 FD plus RM 1 million property; Platinum: USD 1 million FD plus RM 2 million property. SEZ/SFZ has different ages, location/property rules and FD criteria; it is not a low-deposit shortcut for a home anywhere in Malaysia. The federal authority says qualifying offshore-income requirements have been removed from its own categories—not from Sarawak’s independently administered programme.
For Sarawak, the Ministry of Tourism, Creative Industry and Performing Arts’ 2025 revised application guide clearly labels the RM 500,000 FD mandatory. It then requires a qualifying pension/offshore-income route or separate savings proof. A couple relying on income therefore cannot simply offer RM 10,000/month in combined earnings: the published applicant-with-dependants amount is RM 15,000/month. Savings of RM 200,000 for that household are an alternative to income proof subject to the panel’s acceptance, not a substitute for the RM 500,000 FD. Sarawak’s ministry still hosts an older page mentioning RM 100,000 / RM 150,000 deposits; those lower figures conflict with its later, expressly amended 2025 application guidance and government announcements. Do not fund an application against that old page. Before wiring money, obtain the receiving ministry’s current written terms and the approved bank/account instructions.
For Sabah, the state tourism ministry’s Silver conditions list the RM 500,000 FD, minimum age 25, mandatory insurance and a RM 3,000 non-refundable processing fee. Gold/Platinum have very different USD deposits; do not mix them with Sabah Silver or Sarawak amounts. The state’s programme is a Sabah settlement decision, not a copy of federal Silver. Applicants must use a Sabah-authorised agent.
Three real-world decisions — with the result worked out
1. A 27-year-old single applicant wants Kuala Lumpur and has USD 150,000 available for a deposit, but no budget to buy a RM 600,000 property. Federal Silver passes the published age-and-deposit screening, but fails the separate mandatory-home budget. Sarawak’s minimum age of 30 is not met. Sabah Silver requires a RM 500,000 FD and a separate Sabah residence purchase; it is also the wrong destination for a Kuala Lumpur plan. Practical result: none of these is an affordable, location-matched commitment today. Rent temporarily using whatever legal stay actually applies while you arrange a lawful plan; do not finance a house purchase merely to claim a cheap “visa.”
2. A 42-year-old couple wants Kuching, can place RM 500,000 in an approved Sarawak FD, and documents RM 15,000 monthly qualifying offshore income. They meet the published Sarawak financial numbers and age screening, but still need the sponsor/agent, insurance, background records, legal relationship evidence and approval. A 30-day Sarawak annual stay is materially lighter than the federal programme’s 90-day Malaysia stay, and Sarawak does not automatically become a way to reside and work anywhere. The combination of FD, proof of income and local paperwork—not a cheap RM 150,000 deposit—is the financial starting point.
3. A 35-year-old family prefers Kota Kinabalu, has RM 500,000 but cannot commit another RM 600,000 to a qualifying home. Sabah Silver’s FD is potentially manageable, but its residential purchase requirement is a separate blocker. Moving the same funds to Sarawak is not a substitute: Sarawak requires separate income or savings proof, the family must actually want Sarawak, and the competent authorities are different. Result: pause the long-stay application rather than treating an FD alone as a ticket to move.
These are illustrative screening profiles, not applicant approvals. No exchange rate, all-in property cost or guaranteed income qualification is invented.
Family, work and the real cost of choosing a location
The federal programme may allow spouses, qualifying children and specified parents or in-laws as dependants. The MOTAC guide outlines conditions for older dependent children (21–34: generally single and unemployed), disabled children and other family categories. Sarawak and Sabah have their own dependant definitions and evidence; a federal family checklist cannot be transplanted unchanged. Budget for each person’s medical, insurance, immigration and certification costs.
MM2H is not a Malaysian work permit. MOTAC differentiates federal Platinum business/career permissions from Gold/Silver restrictions; Sabah’s published categories also distinguish investment and career opportunities, with separate immigration permissions potentially necessary. Sarawak’s state guidance has its own investment/work rules. Do not plan the household around a local salary or freelance business until the actual state/federal authority and labour office establish that your permission permits the specific activity.
Choosing a state also changes the practical family experience. Kuching makes sense if your life is based in Sarawak; Kota Kinabalu makes sense if you will genuinely spend your qualifying days in Sabah. Federal MM2H may better serve a family anchored near Kuala Lumpur, Penang or Johor, but its property rules and cash lock-up are substantial. A mainland school place or housing search is not by itself proof that a Sarawak or Sabah participant may ignore the state’s own conditions.
The application sequence that avoids expensive mistakes
- Choose the actual destination and tier. Decide if you want federal mainland living, Sarawak or Sabah. Check age, FD currency, home purchase, separate income/savings test, family members and annual days against that programme—not all three at once.
- Check the applicant and licensed intermediary. MOTAC’s licence lookup applies to federal operators; Sarawak’s ministry list identifies licensed state agents and permits certain Sarawak personal sponsors. Sabah publishes its own licensed-agent rules. A general immigration company logo proves none of those authorities.
- Get the correct receiving checklist in writing. Confirm which office will receive the file, how identity/relationship and police certificates must be certified, and whether financial proof is expected before or after conditional approval. Do not wire a large deposit to a private account based on an agent’s message.
- Preserve the paper trail. Keep the official submission receipt, conditional-approval letter, actual bank FD documents, medical and insurance evidence, signed property contract and issued pass. A receipt is not approval.
- Plan renewals and a refused application. Record the actual pass expiry, state-specific minimum days and required FD retention. Ask how to unwind an unapproved housing reservation and recover only funds legally refundable under its contract; a visa refusal does not guarantee a refund from a seller or agent.
A real failure pattern: An adviser shows a Sarawak ministry page with a low legacy deposit, accepts a large fee and tells an applicant that no additional money will be required. The applicant later faces the 2025 revised RM 500,000 FD plus separate proof. The safe recovery is to pause payment, obtain the current written ministry criteria and verify the agent’s state licence. If financial conditions no longer fit, do not proceed with the application or sign a non-refundable property contract.
What the programme does not provide
Federal and state MM2H passes are renewable permission to reside under conditions. They are not permanent residence or citizenship, do not guarantee local employment or unrestricted business, and do not automatically remove normal tax or reporting duties. They are not interchangeable visas: federal ≠ Sarawak ≠ Sabah even though each uses “My Second Home” in the name.
At the decision point: a prospective applicant should now know the place, FD plus any separate home obligation, income/savings condition, permitted family members, annual days and licensed submission channel. If one of those conditions is missing, you have identified a useful “not yet” decision before spending money.
